Alachua County staff told commissioners they are ready to enter negotiations with the leading respondents to a rural broadband RFP designed to bring reliable, high‑speed internet to unserved and underserved areas.
Tommy Crosby, assistant county manager, and project staff said the procurement emphasized affordability and reliability but RFP responses varied: some firms did not provide clear affordability proposals, while others, including one respondent, proposed nearly fully underground builds at higher cost. Commissioners said affordability and redundancy during storms were top priorities and asked staff to retain flexibility at the negotiating table to secure commitments on pricing and reliability.
Staff asked for authority to negotiate with the top three respondents and to drop respondents that could not meet the county's affordability or reliability expectations; the board approved that motion. Several commissioners recommended negotiating underground placements where feasible but warned that the county's funds may not cover 100% underground construction and that tradeoffs are necessary.
A Windstream representative noted the company would plan for 97% underground construction if awarded and said it was prepared to negotiate affordability commitments. Staff will report back to the board with negotiation outcomes and recommended awards.
