Harlem Irving Companies, Hamilton Partners and Zeller presented a pre-application planned unit development (PUD) for Block B in Fox River Grove at the Village Board meeting on June 3.
Rick Filler, president and COO for Harlem Irving Companies, said the team proposes a five-story mixed-use building with 95 residential units — primarily one-bedroom units with some studios and two-bedrooms — about 7,000 square feet of retail or restaurant space and roughly 3,500 square feet of amenity space. He described the firms' approach as a “suburban follow the rail” model and cited past projects, including the Enclave in Crystal Lake, as examples of their suburban multifamily work.
Administrator Soderholm told the board the village had spent about 18 months vetting potential developers and selected the Harlem Irving–Hamilton Partners–Zeller team to move forward on Block B. Trustees asked questions about project details, including whether moving nearby power lines had been considered; Mr. Filler said the team had not pursued moving lines because of high costs and that they were still working to refine the project footprint and technical elements.
Trustee Curtiss thanked the developers for including the requested commercial square footage. The presentation was described as a pre-application update; no formal approvals were requested or voted on at the meeting. Administrator Soderholm and staff said further design and technical reviews will follow as the team advances the PUD through village review and permitting processes.
Next steps: the developer team will continue refining design details and coordinate with village staff on engineering, utilities and permitting before any formal zoning or PUD hearings are scheduled.
