The DA requires the project remain affordable for 50 years and includes timing provisions and reconveyance clauses should milestones not be met; HUD environmental‑review approval is a precondition to transferring the parcel.
Councilmembers praised the design, the retention of the existing house for resident services, and the veteran preference. Member Abbott moved to adopt the ordinance approving the development agreement; Member Vanderwell seconded and the motion passed unanimously.
Northern Nevada Community Housing will pursue additional financing, including federal HOME funds through the Washoe County HOME Consortium; staff noted HUD environmental review must be completed before the city can transfer the property to the developer.
