Summary
Portola Valley's Architectural and Site Control Commission approved an architectural review and site development permit for a roughly 868 sq ft residential addition at 140 Degas Road on April 27, following a staff recommendation and brief discussion; the approval is subject to conditions in the staff report.
Portola Valley Town's Architectural and Site Control Commission (ASCC) on April 27 approved an architectural review and site development permit for an approximately 868-square-foot residential addition and interior remodel at 140 Degas Road.
Robert Rivera, senior planner, summarized the proposal for the commission, saying it includes about 90 cubic yards of earthwork, two existing accessory structures, proposed exterior lighting and a net reduction of roughly 875 square feet of impervious surface even though the site would remain legal nonconforming. "Staff recommends approval by the ASCC subject to the conditions in the staff report," Rivera said.
The architect for the project, Joe Gardella, told commissioners the owners bought the property about two years ago and that the design aim was to "create a more family oriented home" while staying within the town's guidelines. Rivera said notice of the public meeting was mailed to property owners within 300 feet and that one public comment had been received and posted on the town website.
An ASCC liaison who spoke in support of the project asked whether a letter from the Westridge community noting their approval could be included in the project record so both planning staff and the neighborhood association would have it on file. Several commission members praised the design and screening; one member noted a neighbor's concern that the addition might be "big," and another replied that the project is not large given the site and is a sympathetic reuse of the existing structure.
A committee member moved to approve the project as proposed and another member seconded. The moderator called for a vote; an affirmative vote was recorded and the motion passed. The approval was granted "subject to the conditions in the staff report," per Rivera's recommendation. The commission later approved the meeting minutes and adjourned.
Next steps: the approval is conditioned on the items listed in the staff report; the staff report and posted public comment remain part of the permanent file for the project.
