Summary
Council endorsed staff recommendations for La Mesa’s FY2027 Community Development Block Grant allocation of $467,440, including $381,000 for Tower Street sidewalks and a proposed $150,000 reallocation from Nancy Drive to other sidewalk projects due to utility constraints.
La Mesa council approved staff’s recommendations April 28 for the city’s draft FY2027 Community Development Block Grant (CDBG) action plan and a substantial amendment to reprogram $150,000 previously set aside for Nancy Drive.
Senior management analyst Myra Pina told the council HUD allocated $467,440 to La Mesa for FY2027. Staff recommended directing $381,000 to sidewalk and infrastructure improvements on Tower Street (between 70th and 68th streets), plus smaller allocations: $30,000 to CSA San Diego for fair‑housing services, $50,000 for administrative activities (environmental review, monitoring, outreach), and $13,080 for housing‑specific administrative costs (oversight of prior rehabilitation loan and down‑payment assistance programs).
Pina explained that the Nancy Drive resurfacing project is not feasible during the program year because shallow gas lines require lowering by SDG&E before reconstruction; SDG&E’s schedule places that work several years out. Staff proposed reallocating the Nancy Drive funding ($150,000) to other sidewalk projects identified in the sidewalk master plan (Quincy Street, Ohio Place, La Mesita Place, Jefferson Avenue) and to return to council May 26 for final approval.
Council closed the public hearing, made a motion to accept staff recommendations, and voted unanimously to approve the draft FY2027 plan and the FY2025 amendment to reallocate funds.
What happens next: Staff will return May 26 for final review and approval and will continue to coordinate with SDG&E on Nancy Drive and notify affected residents about revised schedules.
