North Haledon approves $1.38M Molly Ann Pumping Station contract and conditions redevelopment transfer on $828,000 sewer fee

The council awarded the Molly Ann Pumping Station rehabilitation contract to CMS Construction, Inc. (low bid $1,380,000), certified funds available, approved a change order increasing the Overlook Avenue road program by $87,470.71, and consented to transfer the 920 Belmont redevelopment agreement conditioned on payment of a $828,000 sanitary sewer connection fee and $7,718 administrative fee.
At its July 20, 2022 meeting the Borough of North Haledon Council approved several financially significant items.
The council awarded the rehabilitation contract for the Molly Ann Pumping Station to CMS Construction, Inc., the low bidder at $1,380,000. The bid tabulation recorded Rapid Pump & Meter Service Co., Inc. at $1,438,700; the Borough Engineer recommended award to the low bidder and the Borough Attorney found the low bid legally sufficient. The Chief Financial Officer, Chris Battaglia, certified that sufficient uncommitted funds were available (account C-04-21-007-000; amount NTE $1,380,000). The mayor and clerk were authorized to execute a contract subject to receipt of a performance bond.
The council also approved Change Order #1 for the Overlook Avenue and 2021 Road Improvement Project, increasing the contract by $87,470.71 payable to New Prince Construction; the CFO certified available funds and specified the accounts to be encumbered.
Separately, the council consented to a transfer and assignment of the redevelopment project at 920 Belmont Avenue (previously the 920 Belmont Acquisition Urban Renewal project) to LIPT Belmont Avenue Urban Renewal, conditioned on payment of a sanitary sewer connection fee of $828,000 and an administrative fee of $7,718 at the time of transfer; failure to pay those amounts would void the council’s consent.
Those items were acted on as part of the consent agenda and accompanying resolutions; the consent agenda passed on roll call (Council Member George Pomianek recorded a negative vote on the appointment of Detective Lieutenant in item 1 but the larger consent agenda carried).
