Commissioners OK $615K camera modernization project, earmark courthouse security funds

McLennan County Commissioners Court approved a plan to modernize legacy camera systems in the courthouse, courthouse annex, records parking lot and the records building and to standardize surveillance on a countywide platform.
Staff presented a vendor quote of $614,984 and recommended using $325,000–$350,000 from the courthouse security fund, with the remainder to be paid from contingency or general fund sources. A finance staff member said the county started the year with about $1.3 million in general fund contingency and had roughly $1.0 million remaining halfway through the fiscal year.
"We're trying to convert that legacy part of the courthouse using courthouse security funds and some other funds assigned from wherever the auditor and y'all would consider doing that, to modernize that to the DW Spectrum system," the presenter said, describing the intent to align the courthouse systems with the countywide platform.
The court discussed project scope, eligibility of certain areas for courthouse security funding (exterior parking lot, courthouse and annex were eligible; interior of the records building was not) and the recommended funding flex to complete the work. One commissioner said standardizing systems would produce operational efficiencies and reduce future maintenance issues.
A motion to approve the recommendation, including the funding approach recommended by the auditor, was made and seconded and passed by voice vote.
Staff said the approval would leave roughly $265,000–$290,000 needing coverage from contingency or other general fund sources depending on the final courthouse security fund allocation. The court directed staff to proceed with procurement consistent with the approved funding plan and to return with any adjustments as needed during the budget process.
The project was presented as part of the county’s broader initiative to replace legacy cameras and recorders and to ensure consistent, maintainable security infrastructure across county facilities.
The court did not record a roll‑call vote for this item; it passed by voice vote.
