The Rowlett City Council unanimously authorized March 17 an interlocal agreement with Dallas Area Rapid Transit (DART) that makes Rowlett eligible to receive a share of a six‑year general mobility program estimated at about $4.6 million over the program period, subject to annual project submittals and expenditure deadlines.
Interim City Manager Christophe Bauer explained the funds are revenue sharing tied to DART membership and require the city to apply annually for specific eligible projects (such as sidewalks and other facilities that support DART service). The agreement includes an expenditure deadline that runs through 2036; if the city does not identify and approve projects within required timelines, it risks losing allocations.
Councilmembers discussed the importance of a viable regional public transit system, local deadlines for project submittal (June 30 initial project deadline) and the need to stay in good standing with DART (no outstanding debts and no actions to withdraw from DART). Councilmember Reeves and others praised the partnership and the potential to use funds to improve pedestrian and transit‑oriented infrastructure.
Deputy Mayor Pro Tem Bridal moved and Councilmember Reeves seconded; the council approved the resolution unanimously. Staff said DART may present to council in a future meeting with more detail about program application and uses.
