Rockwall County approves change order No. 7 for sheriff's office IT work

The Rockwall County Commissioners Court unanimously approved prime contract change order No. 7 to the agreement with SCI Construction for low-voltage work in the Rockwall County Sheriff’s Office renovation.
Commissioner Stacy summarized the change order, telling the court the work consolidates the county’s IT infrastructure into a single server/IT room and requires extensive fiber and wiring runs. “This is adding, $59,000 into the contingency,” Stacy said, and noted earlier estimates in the GMP anticipated about $68,000 for low-voltage work while the change order brings the likely cost closer to $120,000–$123,000.
Stacy told the court the project would use the builder’s contingency for this expense and would not yet draw on the $120,000 IT allowance set aside for unexpected IT work. The commissioner said more potential change orders (PCOs) may come once phase 2 proceeds and the IT room build-out begins.
The judge asked for questions; none were raised. Commissioner Stacy moved to approve the change order; the motion was seconded and passed 5–0.
Why it matters: consolidating IT systems into a dedicated server room is intended to improve efficiency and reduce long-term operating costs, but the near-term contract adjustment increases project contingency use and raises the county’s near-term construction spending profile.
Next steps: the construction team will continue coordination on phase 2 IT build-out; any further owner-directed change orders will be addressed in future court actions.
