Rockwall County updates thoroughfare plan, schedules town halls and discusses Horizon, FM 549 and Crenshaw Road items

Commissioner Lichty updated the table on Rockwall Countys master thoroughfare plan revision, saying the steering committee has held its first meeting and the county has contracted Friess Nichols to conduct stakeholder interviews and draft the combined countywide thoroughfare product.
Lichty asked officials to encourage constituents to attend two upcoming town-hall meetings the county has scheduled to gather public input: March 31 at Chandler's Landing and April 1 in Fate. He said the consultant will interview a broad spectrum of stakeholders in cities across the county to integrate local thoroughfare plans into a combined county document.
County staff reported several road projects have been submitted for auditor review and agenda placement. A staff member said requests are in the auditors hands and that, if cleared by the county attorney, Horizon (the segment from FM 740 to Interstate 30) and both sections of FM 549 could be on the commissioners' court agenda as early as April 7. Crenshaw Road letting (phase 2) and final parcel reimbursement through Royce City were also described as upcoming items.
Staff cautioned that some items are awaiting consultant scope/fee details, district office workload decisions, or TxDOT review before an RFQ or contract can be issued; the district offices workload may require delaying RFQ circulation until existing items are processed. The county noted the thoroughfare-plan status is tracked on page 24 of the monthly report and that a commissioners' court-approved memorandum of understanding was sent to NETCOG regarding planning for the outer loop.
What happens next: staff said several items are being reviewed for placement on the next commissioners' court agenda and encouraged officials to share the public engagement invites and materials.
