Court reallocates $4,800 to cover CopSync subscriptions for constables

Rockwall County Commissioner’s Court on Nov. 25 approved a $4,800 allocation from the public safety sales tax fund to cover CoLogic CopSync subscription charges for the county’s four constable offices.
Judge explained that the product arrived before fiscal year end but the subscription term made the invoice an FY2026 expense and could not be charged to FY2025. Constable Fogg (S6) explained the situation: each constable was hit with a $1,200 FY2026 charge that had not been budgeted. The auditor confirmed there is contingency available in Fund 51 to add a dues/subscriptions line and offset the cost.
Commissioners discussed a desire to track items that were not captured in the budget and asked staff for a list of such items. Commissioner Gallano moved to allocate the $4,800; Commissioner Stacy seconded. The motion passed unanimously, 5–0.
What’s next: staff will add a subscriptions line to fund 51, charge the $4,800 to contingency for FY2026, and include the subscription in future budgets as a recurring maintenance item.
