County accepts FY2025 audit; court approves community events and property resale

Rockwall County commissioners accepted the Rockwall County Comprehensive Annual Financial Report for fiscal year 2025 after a presentation from independent auditor John Manning of Patillo, Brown & Hill LLP.
Manning said the auditors issued an unmodified opinion on the financial statements as of Sept. 30, 2025, noted a conservative budgeting approach and reported that the county added roughly $963,000 to fund balance in the reported year. He said the county maintains strong cash and investment positions and that major programs subject to single-audit requirements, including ARPA funds and a state water-conservation grant, showed no material weaknesses.
After the audit presentation the court unanimously accepted the CAFR (motion passed 5-0). The court also approved several routine and community items: it authorized America's Guardians and the Children's Advocacy Center to hold the 11th annual Bikes for Tykes at Liberty Hall on Sept. 20, 2026 and waive fees (motion passed 5-0), and it approved a resale sale of a struck-off delinquent-tax parcel (suit no. 3-22-0003) for $16,786.15, which will return approximately $2,300 to the county (motion passed 5-0).
The court reiterated its appreciation for the county auditor's office and departments that supported the audit process and said staff will present finalized audit materials and any recommended management actions in follow-up reports.
