Chattahoochee County selects engineers for sewer and SEID grant work; evaluation sheets note fee differences

Commissioner Timothy Biddle moved for the approvals and Commissioner Jason Frost seconded both motions. The votes were recorded as unanimous.
Why it matters: Selecting an engineering firm is a required step before submitting and implementing grant-funded infrastructure projects. Evaluation materials attached to the minutes compare firm experience, local familiarity, staff qualifications and other criteria. The materials note cost differences: Moon Meeks charges $6,000 for a preliminary engineering report and a 17% construction engineering fee, while EMC’s materials show a 9% engineering fee and no charge for preliminary engineering.
Procurement and grant-administration guidance: An attached River Valley Regional Commission (RVRC) memo instructed the local government to form a small local committee to review proposals and to include the committee’s scores and reasons in the meeting minutes to satisfy DCA procurement requirements. A separate RVRC planning-and-zoning contract for technical assistance was presented with an estimated fee of $6,000 annually to provide consultation, ordinance review and meeting attendance through June 30, 2026.
Next steps: With engineers selected, staff will proceed with grant application support and preliminary engineering work per the chosen firms’ scopes. Commissioners asked staff to ensure the most favorable pricing and to record selection rationale in minutes to meet grant procurement rules.
