Staff told the board the unit contains about 1,140 square feet and that the larger site totals approximately 3.17 acres. The proposed Express Real Estate School Inc. would operate Monday through Friday from 9 a.m. to 5 p.m. with a maximum of 20 students per session. "Staff recommends approval subject to the following conditions to mitigate any potential parking impacts," the staff member reported during the hearing.
The board approved the permit with conditions that staff described on the record: (1) the applicant must record a restrictive covenant limiting use of the property to the vocational real-estate school in Unit 100 and capping enrollment at 20 students per session, (2) hours of operation are limited to Monday–Friday, 9 a.m.–5 p.m. with any expansion requiring prior city review, and (3) the applicant must obtain all required building permits and change-of-use approvals within six months.
Applicant Raul Encio confirmed he understood and accepted the conditions. After a motion and second, members voted in favor and the item was approved. The clerk noted that the planning and zoning board's recommendation will be forwarded to the City Council for review on the council's schedule. The applicant was told to be prepared for subsequent council proceedings on May 12.
