Rockwall County advances Outer Loop MOU and coordinates environmental work with TxDOT and COG

County staff and elected officials updated the consortium on ongoing coordination for the Rockwall County Outer Loop, including meetings with TxDOT, the regional Council of Governments (COG) and the regional transportation council (RTC).
A consortium member asked whether the MOU and intersection scoping are focused on the north or south portions of the Outer Loop; staff said the current MOU and meetings address the southern segment. "That MOU... that'll be presented at the next commissioner's court meeting on April 28," Commissioner Lauren Lichty said, adding that the draft had been circulated in the commissioner's court packet and returned with comments from other jurisdictions.
Staff described regular bimonthly meetings with TxDOT district staff and said they are negotiating project management resources with TxDOT to move the FM 3097/Horizon Road project through PS&E. Consultants prequalified through the county bond program are preparing scopes to study Highway 66 and other intersections so the county can negotiate scoping fees and contracts.
Staff said the county and its consultants intend to refine design elements for the southern segment to minimize impacts on nearby residents; commissioners said there is general agreement on substantive issues but that some language in the draft MOU needed tweaking before final approval.
No formal votes were taken during the consortium meeting; staff said the next procedural step is to return the revised MOU and related documents to the commissioner's court once legal review and consultant responses are complete.
