Shiawassee County board approves $6.29 million in bills, authorizes contracts and personnel changes

The Shiawassee County Board of Commissioners approved invoices, payroll and electronic transfers totaling $6,285,608.73 and authorized warrants during its annual meeting on Sept. 17, 2025. Vice‑Chairman Gary Holzhausen presided; Chairman Gregory Brodeur was excused.
The approvals came as a series of motions early in the meeting. Commissioner Cindy Garber moved to approve the listed Invoice Edit Reports, two payroll batches (Aug. 15 and Aug. 29, 2025) and electronic transfers; Commissioner Bill Johnson seconded. The board recorded a 6‑0 roll call in favor (Commissioners Johnson, Garber, Howard, Shepard, Haley and Vice‑Chairman Holzhausen).
The meeting included a set of personnel actions. The board approved filling a Maintenance I position and refilling a part‑time youth center position in Family Court (not to exceed 30 hours per week). It also approved refilling a support caseworker in the Friend of the Court and a deputy clerk in District Court, and approved replacing an assistant prosecutor. All of those personnel motions passed on unanimous votes recorded in the minutes.
On a split vote, the board approved creation of two part‑time positions at the county animal control shelter (grade 1, not to exceed 20 hours per week). Commissioner Cindy Garber moved the action, Commissioner Bill Johnson seconded, and the motion carried 5‑1 with Commissioner Matthew Shepard recorded as the sole nay.
The board approved several contract renewals and agreements. Commissioners approved renewing the county’s contract with Combined Public Communications for inmate phone and visitation services and authorized the chair to execute the agreement. The board also authorized a contract with LACASA for services to be paid from the Child Care Fund not to exceed $54,040, and approved a contract renewal with the Shiawassee Regional Educational Service District for hearing and vision screening services not to exceed $16,219; both motions carried unanimously. The board likewise approved renewing a contract with Convenient Urgent Care for sexually transmitted infection services; the minutes do not list contract amounts for the Combined Public Communications or Convenient Urgent Care renewals.
As part of routine business, the board approved the L‑4029 2025 Tax Rate Request and instructed the chair and county clerk to execute the form. The board also named two nominees to the Shiawassee County Board of Canvassers for the Nov. 1, 2025–Oct. 31, 2029 term: Janet Horvath (Democrat) and Lenore McMaster (Republican).
County Administrator Dr. Boggs reported that all Michigan State Housing Development Authority (MSHDA) grants are completed, that the 2026 budget process will begin, and referenced a situation involving JD Root Recycling. Dr. Boggs also gave a presentation to Community Health & Wellness Director Ryan Painter, according to the minutes.
