The MS4 Subcommittee of the Chittenden County Regional Planning Commission on Aug. 2 authorized an initial $17,000 task order to Pluck for Year Two General activities on the Rethink Runoff campaign while leaving decisions about new creative and the larger FY23 budget to later meetings.
Ryan Lambert moved to authorize CCRPC to issue a $17,000 FY23 task order to Pluck for general tasks; Lani Ravin seconded and the motion passed unanimously. Dave Barron, from Pluck, said the proposed Rethink Runoff budget separates $17,000 for General Tasks and $13,000 for New Creative; he requested guidance by October/November on whether creative work will move forward.
Dan Albrecht, CCRPC staff, presented a proposed FY23 budget spreadsheet listing CCRPC services at $28,750; advertising at $26,000; marketing (Pluck) at $30,000; and Stream Team (WNRCD) at $32,679. Albrecht noted an estimated $18,000 cost for the recurring public survey and a carryover surplus of roughly $30,410, against typical dues of about $60,000 and a total FY23 request shown as $117,429.
Committee members asked for clearer budget breakdowns. Christine Dougherty said the presentation was difficult to follow because some carryover funds are set aside for the survey and therefore not truly available as surplus; she suggested allocating $20,000 for the survey given inflation. Dougherty also questioned funding monitoring programs when DEC does not consistently use the data. Pluck’s new creative work was deferred for reevaluation in September and the committee agreed to a special meeting to develop detailed budget figures prior to the Sept. 6 meeting.
Next steps: CCRPC was authorized to issue the initial $17,000 task order to Pluck; the committee scheduled further budget discussions, including a special session to finalize task order details and FY23 allocations.
