Winnebago County Solid Waste Board convenes closed session on Tri County Recycling finances

The Winnebago County Solid Waste Board voted to convene a closed session to deliberate or negotiate matters related to the Tri County Recycling Facility’s financials and business strategy. The statutory basis was read aloud before the roll-call vote.

The meeting’s procedural reading cited “Pursuant to section 19.85, Wisconsin statutes,” and said the closed session was justified for negotiations involving public property, investments of public funds and other special public business related to Tri County Recycling. After the reading, board members Tim Patterson, Jeremy Dahl, Mike Easternd, Kevin Conrad, Jim Moyes, Howard Miller and Doug Nelson each answered “Aye” on the roll call.

Presenter and operations staff had previously told the board they and an external CPA had reviewed detailed financial breakdowns and professional-service expenses for the Tri County Recycling program and that additional information was prepared for the board before the closed deliberations. Board members made and seconded the motion to move into closed session and recording was paused while staff and contractors stepped away for private discussion.

The board returned to open session later in the meeting and proceeded to operational updates and the director’s report. No substantive details from the closed session were disclosed in open session.
