Summary
At its Nov. 13 meeting the Kewanee City Council approved a rezoning (Bill 23-64) and a special-use permit (Bill 23-65) for 814 E Second St and authorized a design agreement with Hutchison Engineering (Bill 23-66); all motions passed 4-0.
Kewanee — The City Council on Nov. 13 unanimously approved a rezoning and a special-use permit for 814 E Second St and authorized a resolution for professional services to design downtown improvements.
The council approved the consent agenda, which included minutes from Oct. 23 and payroll for the period ending Nov. 4 in the amount of $223,311.21. Council then voted 4-0 to pay bills totaling $570,573.35.
On Bill 23-64, the ordinance to rezone the property at 814 E Second St, Councilmember Colomer moved for approval and Councilmember Baker seconded. Mayor Moore said he had spoken with neighbors, who raised only one concern: the property owner’s son had been causing issues. The property owner told the council that should no longer be a problem. The measure passed 4-0.
Council also approved Bill 23-65, a special-use permit for Tina Chamberlain for the same address. Mayor Moore clarified that the special-use ordinance requires that all vehicles parked on the property be operational. The motion to approve was made by Councilmember Komnick, seconded by Councilmember Baker, and passed 4-0.
The council then adopted Bill 23-66, a resolution authorizing the city manager to execute an agreement with Hutchison Engineering for professional services related to the downtown improvement project. Representatives from Hutchison Engineering told the council they expect to begin property surveys in early 2024 and anticipate starting construction work in spring 2025. The motion, made by Councilmember Colomer and seconded by Councilmember Baker, passed 4-0.
During a separate discussion labeled “discussion only,” City Clerk Kasey Mitchell said the city manager plans to discuss proposed changes to employee insurance with the collective bargaining units and hopes to bring a proposal to the council at the next meeting.
The council took no public comment and adjourned at 7:48 p.m.
What happens next: The Hutchison Engineering agreement moves the downtown project into a design and survey phase; any design approvals, bids, or construction agreements will return to the council for further action.
