Commission favors liaison to Transportation Commission for CAP coordination, opts to skip May meeting

Commissioners reviewed two options for coordinating with the Transportation Commission on CAP-related items: assign a CEJC liaison to attend Transportation Commission meetings when CAP or related environmental-justice topics are on the agenda, or develop a subcommittee and request a formal joint commission meeting that would require council-level review. Staff described the liaison approach as more flexible and not subject to the commission-task process or council approval.

"Functionally speaking, it's being part of the conversation," a staff member said about the liaison approach; the liaison can participate in the discussion rather than be limited to a brief public comment slot. Commissioners responded that a liaison-based model had worked in past cross-commission efforts and favored that approach, with an eye toward focusing liaison attendance on agenda items that address disparate impacts or environmental-justice concerns.

On the calendar, staff noted the regularly scheduled May meeting falls near Memorial Day and that there were no time-sensitive items planned; commissioners agreed to cancel May and reconvene in June. Staff previewed substantive items anticipated for the June meeting, including an integrated-pest-management policy review and a Greener Davis outreach presentation later in the fall.

Next steps: staff will check interest with Transportation Commission members about liaison participation, return to the commission with a proposed liaison assignment and parameters, and publish the updated long-range calendar.
