The Leawood Planning Commission on April 28 approved the final development plan for a 12‑story office tower and adjacent retreat proposed as Lockton’s headquarters in the Hallbrook North development (Case PC044‑2026).
Ms. Burke, planning staff, said the Headquarters 1 building would total roughly 455,000 square feet with a six‑level garage tucked into the hill, multiple amenity decks and landscaped plazas; staff recommended approval with 18 stipulations. City engineer Bridal Scoville told commissioners the applicant submitted a stormwater study that, according to staff review, did not model every city‑required storm event and that multiple independent engineers previously recommended against on‑site detention because of watershed timing. Scoville cited the relevant city code (Chapter 15, Article 5) when describing runoff requirements.
David Reszak of VanTrust Real Estate presented updated renderings and an animation of the master plan, noting limestone features, terraces and connections to Leawood City Park. He said the headquarters was scheduled to break ground this summer and Lockton expects to relocate to the new building in early 2030.
Commissioners praised the design and landscaping. Commissioner Belzer moved to approve the final development plan with the staff‑recommended stipulations; the motion was seconded and approved by voice vote. The case will be forwarded to the City Council for consideration of final approvals and any technical items remaining in the stipulations.
Staff will continue technical review, including stormwater modeling and final materials and landscape details to be submitted at final plan and permit stages.
