Commissioner White introduced the resolution, noting that the NCT 9‑1‑1 district has relied on telephone‑tax revenues established in the 1990s and that current fee levels have not kept pace with rising costs and technology needs: "They received their funding through taxes on telephones… how many landlines do we have in the world today?" he said. The resolution requests legislative study of a funding mechanism that would be CPI‑adjusted and regionally retained for 9‑1‑1 use.
The court discussed the importance of updated software and location services to handle calls from worldwide phones and mass‑gathering events; the motion to approve was moved and seconded and carried unanimously. The resolution is nonbinding and will be transmitted to state legislators to request study and statutory options.
