Kat Kelly, the district presenter on multilingual learner education, told the Shelton School Board that roughly 600 elementary students currently qualify for English learner services and that the district uses two primary program models: supportive‑mainstream services in every building and a districtwide dual‑language program hosted at Evergreen Elementary. “We have about, close to, 600 students at the elementary level that qualify for services,” Kelly said.
