District staff outline plan to consolidate Village Meadows into Pueblo Del Sol to address $5 million shortfall
Summary
At a town hall, Sierra Vista Unified District staff presented Superintendent Romo’s recommendation to consolidate Village Meadows into Pueblo Del Sol citing declining enrollment and a roughly $5,000,000 operating deficit; staff said programs and services would continue and the governing board will set a special meeting date to vote.
District staff presented a recommendation from Superintendent Romo to consolidate Village Meadows Elementary into Pueblo Del Sol as a way to right‑size schools and address an operating shortfall of about $5,000,000.
At the town hall, Crystal Wambach, interim director of curriculum and instruction, said the district is seeing enrollment declines and underutilized classrooms, and that staffing currently exceeds enrollment: “we currently have more teachers than our enrollment supports with about 76 teachers when our enrollment indicates that we have that need closer to 61,” she said, describing the consolidation as a step to protect long‑term financial stability while preserving programs.
The district said it expects programs and services — including Title I, ESS and Kinder Jumpstart — to continue under the consolidated model, though the specific location of specialized programs (bilingual, ELL, gifted and special education services) will be decided after the governing board’s action and an evaluation of available space. Brittany McDaniel, principal at Pueblo Del Sol, presented mockup classroom layouts showing how grade bands and specialist spaces could be organized to maintain programming.
Bonnie Gomez, chief HR officer, said the district currently does not anticipate a reduction‑in‑force: “we don’t anticipate at the present moment that we’re going to have to do any reduction in force,” she told attendees, adding that placement of certificated and support staff depends on openings and the board’s final decision and follows the district’s RIF policy.
Staff addressed practical concerns raised by families: transportation routes will be realigned with bus stops maintained at Village Meadows, the district will work with the city and police on drop‑off and pick‑up logistics, and the district said it will explore limited rezoning or grandfathering options for impacted neighborhoods. The district projected Village Meadows’ enrollment at roughly 550 students and said Pueblo Del Sol can accommodate around 700 students under current estimates.
Organizational details discussed included consolidation of PTOs (which requires PTO votes), transferring donations held through the Education Foundation of Sierra Vista for a planned Village Meadows track to Pueblo Del Sol if the consolidation proceeds, and retaining an ASU presence on the campus for a couple of years during any sale or repurposing.
There was repeated emphasis that no final decisions had been made; the next governing board meeting on May 5 will not include a vote but will set the date for a special meeting to vote on consolidation. The presentation, answers to submitted questions, and the recording will be posted on the district’s consolidation webpage for public reference.
