Judge and staff said the purchase will be funded from courthouse security funds and will not require general‑fund dollars.
Captain David Gardner of the Ellis County Sheriff's Office told commissioners Rave replaces a patchwork of panic‑notification tools with a single solution that routes panic alerts directly to the county's communications center and supports multiple input methods (panic buttons, wearables, bench‑mounted buttons) as well as indoor beacons to help responders locate callers. "It's a phenomenal system," Gardner said, describing the beacons and centralized notification capability. Staff said first‑year costs are higher and then decline for subsequent years; vendors will be engaged via the HGAC cooperative procurement cited in the agenda.
Commissioners approved the agreement by voice vote with no recorded opposition; staff indicated some installations could begin in early January. The system is intended to consolidate courthouse and courtroom panic and notification capabilities and improve response coordination with the county's comm center.
