Collin County hears multi-project construction update; detention facility Phase 2 88% complete

At a meeting of the Collin County Commissioners Court, Sandeep Katuria, the county's director of building projects, gave a quarterly construction update covering Q1 and Q2 2026 and reported that several campus projects are moving toward completion.
Katuria said the adult detention facility Phase 2 is 88% complete and that "the construction costs, including all the change orders to date, is $112,500,000." He told the court the project recorded six change orders in the past two quarters totaling $677,000 and that total change orders to date represent 6.7% of the contract, or $7,145,000.
Katuria also reviewed progress on the county's public health and medical examiner complex, reporting a combined construction amount of $64,460,000 and nine change orders in the last two quarters totaling $1,147,000; he said total change orders to date for those three buildings are 4.28% of contract value ($2,647,000). "The roof is complete," he said of several buildings, and noted exterior brickwork and plaza site work were underway.
On the modular central utility plant, Katuria reported the factory-built modules were on-site and the project was at about 92% completion. He said the modular plant's construction cost is $31,800,000 and owner-requested change orders —including additional chillers—total $6,368,000, or 24.9% of the contract to date.
Katuria described contractor selections and next steps: Crossland Construction was awarded the CMAR contract and Kitchal was retained for project management; the team anticipates on-site site work to start later this summer or fall for remaining phases. He also described an animal shelter adoption facility in schematic design (about 8,824 square feet) with $4,900,000 identified and targeted construction in late 2026 or early 2027, and a planned relocation and renovation of the detention kitchen spanning roughly 14,190 square feet with construction documentation in progress.
During a question-and-answer exchange, the presiding officer asked whether fencing or screening would be installed around the modular plant; Katuria replied, "No, sir. That's not currently in plan." The judge later asked whether temporary chillers on-site would be removed when the modular plant chillers are online; Katuria confirmed that is the plan and said the modular plant should provide adequate capacity for the county's buildings, including during peak summer demand.
Katuria closed by listing five completed permanent-improvement projects from the past two quarters, including locker-refresh work at the adult detention facility and replacement of penthouse fire-sprinkler piping at the courthouse. He fielded no further questions and made himself available for follow-up.
The presentation provided commissioners with schedule and budget data they said they would track as several projects approach handover and occupancy in the coming quarters.
