Ellis County commissioners approve consent items, purchasing awards and variance; multiple items pass unanimously

The Ellis County Commissioners Court on Feb. 3 approved a slate of routine and procurement items, including a consent agenda of administrative items, a variance request for a 20-acre subdivision and several purchasing contracts.
The court unanimously approved the consent agenda covering items A1–A12 and F1–F2. The court then approved a variance request for parcel ID 181743 at the northeast corner of FM 66 and Weekly Branch Road that will allow the applicant to subdivide an approximately 20-acre site into 10 lots despite not meeting the county's usual 150-foot paved public road-frontage requirement. Alberto Maras, director of the Department of Development, said staff recommended approval subject to six conditions designed to ensure road construction is escrowed, scheduled and completed to the satisfaction of the precinct commissioner or county engineer.
On purchasing items, EJ Harbin, the county's director of purchasing, briefed the court and secured unanimous approval of the following actions: - A sole-source exemption under Texas Local Government Code for Martin Marietta Inc. to provide a proprietary super slurry mix and services. - A one-year renewal using that sole-source exemption for super slurry services, with updates to procurement documentation and pricing information for precinct use. - Award of bid RFB-2026-003 for wholesale gasoline and diesel: First Avenue Fuel Distributors was approved for primary award on several product lines and Global Monticello Group was named secondary for specific lines; staff noted modest per-gallon increases and decreases compared with prior bids. - Cancellation and termination of Bandit Busters LLC's contract for pest control and bee removal after the vendor requested termination; staff said coverage remains via a secondary award.
Where indicated by staff, the judge was authorized to execute contracts after final legal review. The court also approved lease agreements for county vehicles (see separate article on vehicle leasing discussion). All recorded votes during the meeting were unanimous.
What happens next: Contracts will be finalized and executed following legal review, and the approved subdivision variance will proceed under the conditions outlined by the Department of Development.
