Clarence Nordy, Collin County Director of Engineering, told the court the item arose after one resident complained about noise that began after a nearby road opened. Nordy said the county’s typical practice is to consider feasibility and cost for freeway‑scale projects and that solutions to excess noise tend to be costly; he did not anticipate that the study would necessarily trigger an expensive mitigation project. Commissioners discussed whether conducting the study would be a proper use of limited taxpayer dollars and whether it would create future expectations for similar work.
After discussion, a motion was put before the court but failed for lack of a second. No further action was taken on item 1f3 during this meeting.
