Council considered an amendment (Tab 31) that would clarify that private homeowner associations may enforce temporary parking and boat‑storage rules inside gated communities. Supporters from several associations said their long‑standing rules (24–72 hour allowances in some subdivisions) have been enforced successfully and that the change would avoid city/HOA conflicts. Opponents warned the change would create inconsistent rules across the city, potentially enable selective enforcement, and asked for a uniform approach for non‑HOA neighborhoods.
