Board reallocates one IT FTE to create dedicated EPL support in building-code department

Grand Traverse County commissioners approved reassigning one existing IT FTE to report to the building‑code department and serve as a dedicated enterprise permitting and licensing (EPL) support specialist.
Cliff Dupuye, county IT staff, described the change as reallocating, not adding, headcount: the position will move from IT to code enforcement and focus on the public‑facing EPL (EPIC GT) application, leaving IT responsible for servers, patches and infrastructure. "The position is a new position. The title is the same... the premise of this is IT will still be responsible for the infrastructure piece of it," Dupuye said. Staff added that moving the dedicated resource under building code should speed permit processing, reporting and front‑line fixes.
Bruce Ramey, the county building official, said the dedicated support would be a major enhancement to permitting operations and encouraged the change. Commissioners noted enterprise‑funded departments would cover a proportionate share of licensing and service costs.
Commissioner Andrews moved to approve the reallocation of the FTE, and the board adopted the change by voice vote. Administration said departments that use the application will share future cloud migration and licensing costs proportionally.
The county will post the job under the building‑code department and proceed with recruitment; administration anticipates shared licensing costs if the county moves the application to a cloud environment in future procurements.
