Michelle Stared of the Community Development Agency said the plan focuses on households that are severely cost‑burdened and extremely low income and is intended to complement the Home Together framework for homelessness services. Staff described four priority program areas: housing and crisis intervention services, homeownership assistance (down‑payment and preservation programs), innovation and small development to help emerging developers, and rental development (including emergency shelters, permanent supportive housing and multifamily affordable units).
Stared told the board that building units without securing operating subsidies limits long‑term effectiveness; she flagged potential federal funding cuts to Section 8 vouchers as a regional risk and urged pairing capital investments with operating dollars and services. The presentation included an allocation approach that uses RHNA targets, severe cost burden measures and parcel counts to distribute funds across jurisdictions fairly.
Supervisors asked for a follow‑up white paper, an assessment of funding options (including potential citizen initiatives such as a parcel tax), and a joint presentation with health and homeless services staff on operating resources. No board vote was taken; staff said formal adoption of the framework will be scheduled for a future meeting (staff referenced July 22 as a target date).
