Solano oversight board approves Vacaville sublease amendment allowing city to assume lease obligations and exercise purchase option

The Solano consolidated oversight board unanimously approved a resolution to allow the City of Vacaville to assume lease obligations and exercise an existing option to purchase roughly one‑third of the building at 551 Davis Street.
Bruce Mulder, director of parks and recreation for Vacaville, told the board the city has operated recreation programs in the building since 2002 and that the city has made substantial payments toward the facility. "The City has paid a significant investment in paying, the lease payments of over $4,000,000 and over $2,000,000 for the building's maintenance and other cost," Mulder said. He said the amendment will transfer all obligations and rights related to the lease from the successor agency to the city and remove the item from future ROPS beginning with fiscal year 2026–27.
Mulder also told the board an owner of the facility has agreed to sign the amended agreement once the board approves it; Vacaville staff said a similar item had been approved previously but execution was delayed and the current amendment reflects slight modifications. After brief confirmation that the draft amendment is included in the packet, the board voted unanimously to adopt the resolution.
The approval means the City of Vacaville would continue ownership and operation of recreation programs at the site and the successor agency would be removed as the backstop for the lease obligation.
