Solano oversight board approves Suisun City ROPS amendment adding $9,304 interest for marina loan

The Solano consolidated oversight board unanimously approved an amendment to the Suisun City successor agency’s Recognized Obligation Payment Schedule (ROPS) that adds $9,304 in interest for the final payment on a marina expansion loan covering July 1, 2025, through June 30, 2026.
Elizabeth Luna of the City of Suisun presented the request and told the board the change is permitted under the Health and Safety Code and that the city confirmed the amendment with the California Department of Finance. "We are requesting the board to approve the amended ROPS for 2025–26," Luna said. "The amendment adds the interest amount of $9,304 for the final payment of item number 5, the Marina expansion loan that was previously approved."
A board member asked why the marina loan was not consolidated into the 2014 redevelopment agency bond series. "My understanding is the Marina loan is a separate loan from the 2014 RDA bond series," Luna responded. The board recorded no public comments on the item and the presiding officer called for a vote; members approved the resolution unanimously.
The amendment will appear on the successor agency’s ROPS for the 2025–26 period as presented. The board adjourned and set its next meeting for Jan. 8, 2026, at 9 a.m. in the Board Chambers.
