Margie, representing Meals on Wheels, told the council the organization serves “probably close to… probably more than 750 seniors and disabled now, on an annual basis,” and said a 22,000-square-foot senior life center at 1780 Airport Road is under construction with a completion target in October. Dennis, identified as chair of Meals on Wheels, thanked the council for its support and highlighted the organization’s role serving older adults in the county.
The council also recognized Police Memorial Week. The police chief, speaking after the proclamation, urged residents to thank local officers and described mental-health and safety pressures faced by law enforcement, noting assaults and suicides among officers and former officers and calling attention to officer well‑being.
Visit Rockwall staff (Jody) described the economic role of tourism, saying Visit Rockwall is now a city department and citing $129,000,000 in direct visitor spending in 2025 that supports about 880 jobs locally.
The mayor and council presented a tribute and token of appreciation to outgoing council member Cedric Thomas. The mayor recounted Thomas’s service on Planning & Zoning, his liaison work with the youth advisory council, park board and architectural review board, and his involvement with Helping Hands and the Rockwall Central Appraisal District. Cedric Thomas thanked his family, staff and residents and described serving on council as “an honor of a lifetime.”
The meeting proceeded after photographs and brief remarks. The mayor closed the ceremonial portion and moved on to the formal agenda items.
