Huron County commissioners adopt hazard mitigation plan, approve grants, appointments and RFQ in unanimous votes

At their Aug. 21 meeting the Huron County Board of Commissioners unanimously adopted the county's 2025 Hazard Mitigation Plan, approved multiple expenditure and grant agreements, appointed two members to the county Mental Health and Addiction Services Board and authorized an RFQ for courthouse preservation work.
The Huron County Board of Commissioners met in regular session on Aug. 21, 2025, and approved a series of resolutions covering hazard planning, capital expenditures, grants, appointments and procurement. All recorded roll-call votes were unanimous (3-0).
The Board adopted the Huron County 2025 Hazard Mitigation Plan (Resolution 25-242), which the county described as identifying mitigation goals and actions to reduce long-term risk to people and property from natural, human-caused and technological hazards. Commissioner Tom Dunlap moved the resolution; the roll call recorded Harry Brady, Tom Dunlap and Bradley R. Mesenburg voting aye.
On expenditures (Resolution 25-243) the Board authorized three items exceeding $5,000: a Quantum Spark 2000 firewall from Dex Imaging for $18,888 (Capital Improvements Account #021); a courthouse security software and camera upgrade from R.J. Beck for $14,450 (Capital Improvements Account #021); and outside cameras and a server upgrade from R.J. Beck for $9,290 (Public Assistance Fund #115). Administrator Vickie Ziemba said the Capital Improvements funding is for the 180 Milan Ave. building. The resolution passed on a unanimous roll-call vote.
The Board appointed Jodi Rucker and Casey Nead to the Huron County Mental Health and Addiction Services Board with terms effective immediately through June 30, 2029 (Resolution 25-244). The appointments passed 3-0.
Commissioners authorized acceptance and execution of two Federal Aviation Administration grants (Resolution 25-245): a FY2025 Airport Improvement Program (AIP) award of $698,518 for runway 10/28 and taxiway lighting construction, and a BIL-AIG award of $359,176 for the airfield electrical vault, beacon and wind cone reconstruction. The Board also authorized the president to sign the grant documents. The roll-call vote was unanimous.
An appropriation adjustment was approved moving $10,000 within the CCW fund and $3,000 within the Local School Revenue fund to cover salaries and other expenses (Resolution 25-246). The Board also authorized a Request for Qualifications seeking architectural and engineering firms for preservation, renovation and restoration of the historic Huron County courthouse; submittals are due by 10:00 a.m. on Sept. 24, 2025 (Resolution 25-247). Both actions passed on unanimous votes.
The meeting closed after brief commissioner reports and public comment. The Board adjourned at 9:55 a.m.
