The Town Council adopted an amendment to Title 10 of the Erie Municipal Code that removes a prohibition on manufactured homes being used as accessory dwelling units (ADUs) and adjusts definitions so the town aligns with HUD and state law.
Planning and Development Director Sarah Narmela told council the change responds to evolving state law and HUD definitions and allows modular and manufactured homes to be used as ADUs provided they meet appearance standards — siding, roofing, trim and overall style — to match the principal structure. “We are proposing that we allow manufactured homes as accessory dwelling units,” she said, adding that the change updates town code language and positions Erie to expand ADU programs and related grants.
Councilors discussed how ADUs might intersect with short‑term rentals and affordable‑housing goals. Staff said ADUs could be used as short‑term rentals under current rules but licensing and restrictions are a separate policy discussion. Staff also noted that deed‑restricted ADUs would be the most direct route to counting toward permanently affordable unit goals.
Council moved and adopted the ordinance in one vote. The change is intended to clarify the town’s ADU policy, encourage a wider range of small dwelling options and allow Erie to pursue state grant opportunities tied to ADU programs.
