Monroe County adopts updated ADA transition plan and Title VI nondiscrimination policy

The Monroe County Board of Commissioners on Thursday adopted an updated ADA transition plan (Resolution 2026-03) and the county's Title VI nondiscrimination plan and policy (Resolution 2026-04 A and B), both passed by a 3-0 vote.
Dave Schilling of the county legal department told the board the ADA plan includes a self-evaluation of county buildings, a schedule to note and repair deficiencies, and appointments of the employee services director and the ADA coordinator to manage compliance. He said the county will send the adopted plans to the Indiana Department of Transportation as part of ongoing federal monitoring.
Maria Douglas, a Monroe County resident and a member of the Monroe County Women's Commission, told commissioners the county had received state recognition for providing hybrid meetings and closed captioning and urged continued improvement beyond the legal baseline. "ADA compliance is the ground floor," she said during the public comment period.
Commissioners voiced support for the plans and for the staff work that went into inspecting county facilities. The board passed both resolutions without public opposition and with no amendments.
The board approved the ADA and Title VI plans as written; the resolutions specify annual staff reviews and provide channels for public comment through the county ADA and Title VI coordinators. The board did not take additional action beyond adoption; staff will carry out the follow-up steps described in the plans.
