Bruce Lowery, a former Independence city clerk, outlined the history of the AFS intercultural student-exchange program, said Independence hosted its first AFS student in 1959 and reported a post-COVID decline in local hosting; he urged volunteers and host families to help restore the program’s pre-pandemic reach.
Oswald Vayesa (3rd District resident) addressed local politics and the ethics of subsidizing data centers, asserting that "the data center is obscenely subsidized by our tax dollars" and urging that political decisions benefit residents, be feasible and have consensus. Vayesa’s comments were part of the public-comment record; no formal council action followed directly from his remarks during the meeting.
Stephanie Robinson (3rd District) asked about repayment timing for IPL funds used for a supply road and switchboard and whether rate increases were possible; IPL staff later addressed rate and repayment questions during a separate agenda item, explaining the IPL fund would carry the project and that capacity payments from the new load are contractually obligated to begin in October 2026.
