DJFS director flags possible $2.6M repayment, staffing changes and facility plans

Jean Demosky, executive director of Athens County Job & Family Services, briefed the commissioners Feb. 10 on a range of operational and fiscal issues, including a verbal state estimate of roughly $2.6 million tied to prior monitoring findings and a proposed 15-year repayment plan.
Demosky said that the figure and payment schedule had not yet been provided in writing and that the quarterly payment amounts communicated verbally did not match the total; she requested a follow-up meeting with state staff and asked that the commissioners be included. She also discussed ongoing coordination with the state on leasing property and vehicles to avoid monitoring findings, and said state fiscal staff will provide training on the CFIS projections module.
On facilities, Demosky described a public-defender request for a two-year lease of space in the county's 510 W. Union Street building with security modifications, and noted a board motion later in the meeting to put the 510 property up for sealed bid. On staffing, she reported bumping and shadowing activities and said one employee opted for layoff rather than a driver role; she noted driver wages of $22 per hour and compared local livable-wage thresholds cited in the meeting.
Demosky also summarized a draft cost-savings tracker that incorporates recommendations from a 2024 consultant and preliminary salary-analysis figures she said total roughly $1 million across 2024-25, subject to final cleanup. She said additional materials will be prepared for Commissioner Eliason when he returns to session.
Demosky asked commissioners to consider phased MHFA training for first responders and JFS staff as presented by Prevention Rocks earlier in the meeting.
