The Planning & Zoning Commission voted 4-1 on April 7, 2026 to recommend that City Council approve Ordinance 2026-02, which would remove the requirement that new subdivisions install secondary irrigation systems, after staff and public testimony cited practical problems with water shares and connections.

The Richmond City Planning & Zoning Commission on April 7 recommended that the City Council approve Ordinance 2026-02, which would remove the requirement that secondary (irrigation) systems be installed in all new subdivisions. Commissioner Cache Christensen moved the recommendation and Commissioner Todd Smith seconded; the motion passed 4-1, with Commissioner Cindy Allen voting no.
