Adams County approves $285,000 CDBG grant, multiple appropriations and courthouse HVAC work

The Adams County Board of Commissioners on March 23 approved a $285,000 FY2025 CDBG grant, several additional appropriations and a $9,980 estimate for courthouse HVAC repairs, and authorized participation in a workers’ compensation retro rating program; all motions passed unanimously.
The Adams County Board of Commissioners voted March 23 to enter into a FY2025 Community Development Block Grant agreement with the Ohio Development Services Agency for $285,000, and approved several related budget adjustments and contracts.
The unanimous vote to accept the CDBG agreement followed Economic Development Director Paul Worley’s recommendation; Commissioner Kelly Jones moved the measure and Commissioner Barbara Moore Holt seconded. The grant covers a program period from Sept. 1, 2025, to Oct. 31, 2027.
Alongside the grant, the board approved multiple additional appropriations (Resolution No. 2026-106), including $5,000 to the Adams County Mediation Fund for contract services; $2,500 to a restitution grant; $20,000 to insurance for CASA; $5,427 and $10,187.03 for Community Correction 2.0 accounts; and $6,000 to contract services for Probation Services. All appropriations were moved and seconded on the record and adopted by roll-call vote (Jones, Moore Holt, Hayslip — all Aye).
The board also approved an estimate from ElitAire for $9,980 to replace wall-mount fan motors and clean coils at the Adams County Courthouse after Maintenance Superintendent Terry Johnson reported completed work on three HVAC systems but identified nine coil motors needing replacement. Commissioner Kelly Jones moved approval of the ElitAire estimate; Commissioner Jason Hayslip seconded and the motion passed unanimously (Resolution No. 2026-107).
Other actions included authorization to participate in the County Commissioners Association of Ohio Service Corporation’s Worker’s Compensation Group Retrospective Rating Program for 2027 (Resolution No. 2026-108) and an amendment to allow salvage or donation of obsolete equipment from the former OSU Extension Office, with equipment donated to Central Adams Joint Fire & EMS (Resolution No. 2026-111). The Records Commission met during the session and approved the RC-2 records retention schedule.
The meeting record lists the full bills and vendor line items presented for payment, totaling $74,540.72 across county departments. Commissioners said routine procurement thresholds were observed where applicable.
The board also proclaimed March 2026 as National Social Work Month in Adams County and received an update from Adams County Children Services Executive Director Sonya Meyer that two adoptions occurred that day and one is scheduled for April.
The board adjourned following routine business; all recorded motions and resolutions were adopted by roll-call votes with all three commissioners voting Aye.
