Commissioners and staff described the issue as complex: technical definitions, operational footprints, property and lease-area calculations, and possible long-term moratoria were all raised. Several commissioners urged a measured approach and a 90‑day extension to allow planning staff to gather deliverables and stakeholder input rather than a multi‑year pause that could chill development.
A member of the public urged the commission to pressure the project teams and expert communities for quality work and suggested local subject-matter briefings. Commissioners emphasized that the extension includes an expectation staff return with deliverables and that the board retains the option to extend again if more time is necessary.
The motion to adopt the attached resolution and authorize publication of the extension carried 5–0.
