Committee maps Middleton road classifications and discusses Complete Streets definitions

Several members argued that roads such as Valley Ridge, Donna and Misty Valley experience high volumes (especially during school drop-off) and that collector designations should reflect on-the-ground usage. "When all the streets look the same, people are supposed to figure out what to do about that," the Chair said, adding that design changes (diverters, traffic calming) can discourage cut-through trips.
Brad and other members noted Misty Valley’s recent opening changed traffic patterns and that a traffic-safety meeting will consider targeted changes (for example, a four-way stop) to address speeding. The committee also discussed long-term aspirations for Bellefontaine to function as a minor arterial but recognized classification changes affect eligibility for some state and federal funding and require careful trade-offs.
On Complete Streets definitions, members urged clearer language distinguishing continuous sidewalks from raised crosswalks, and buffered bike lanes from protected lanes. Concerns about winter maintenance surfaced: protected bike lanes require different equipment and storage for clearing snow, which Madison crews have been working to resolve.
Staff will incorporate committee input into the classification comments sent to DOT and will continue refining the Complete Streets Guide definitions for the next review cycle.
