CCRPC recommends minor TIP amendment policy changes, adds 10% administrative cost threshold

The Chittenden County Regional Planning Commission’s Executive & Finance Committee voted on April 7, 2021, to recommend that the CCRPC Board accept proposed edits to the Transportation Improvement Program (TIP) Amendment Policy.
Eleni Churchill reviewed the packet and summarized the proposed changes. Staff recommended removing references to a now-defunct MPO/Assistant Director position and adding new administrative amendment criteria: 1) allow changes to a prior-year TIP that match funding amounts in a current adopted TIP (but not yet FHWA-approved STIP) to be handled administratively, and 2) allow a project cost adjustment of 10% or less between pre-bid estimate and actual bid price to be processed as an administrative amendment rather than a formal TIP amendment. Staff said VTrans prepares pre-bid construction cost estimates and analyzes bids to ensure reasonableness; the 10% threshold would streamline TIP amendments for relatively small bid variances.
John Zicconi moved, and Chris Shaw seconded, to recommend the Board accept the changes as presented; the motion carried unanimously.
