The Madera City Council adopted the engineers’ report for the FY 2026–27 landscape and lighting assessment districts on May 6 and directed staff to publish the statutorily required 10‑day public notice and schedule a public hearing for June 17.
Administrative analyst Nicole Staven told the council that assessments are collected on property tax bills and reviewed the report’s fiscal history. Staff removed prior‑year operational losses totaling $52,708 from the assessment calculations, reported a projected operational loss of about $41,922 for the current fiscal year and projected a $63,382 loss for FY 2026–27. Staven reviewed options to address deficits including reduced service frequency, removal of landscaping, or conversion to lower‑maintenance plantings.
"Changes, going forward, as fund balances in certain zones continue to drop, changes will be needed to minimize losses," Staven said, and recommended adopting the report with any requested amendments and scheduling a public hearing on June 17.
Council adopted the report and authorized the public notice and hearing date by unanimous vote.
