The Town of Normal council on March 16, 2026, approved a resolution that temporarily amends the town's 2016 intergovernmental revenue‑sharing agreement with McLean County and the City of Bloomington to pause distributions for April, May and June 2026.
Council members asked how the pause will operate and how paused funds will be handled. Staff explained the pause applies starting with the April distribution and that the money would remain in the cities' and towns' general funds, to be determined later by administration and council for spending or reserves.
Councilmember Lorenz asked whether the pause will be reinstated automatically after three months; staff confirmed the pause is a defined three‑month pause (April through June) and the agreement would resume unless further action is taken while the three parties negotiate amended IGA language.
Council approved the resolution by roll call (unanimous among members present). Councilmembers said the parties are negotiating language changes to the IGA during the pause and that any decisions about spending paused funds would be presented to council for consideration.
