The City Commission on March 26 adopted a set of resolutions to secure disaster‑debris monitoring and removal services.
Staff explained the procurement structure: each category (monitoring and removal/reduction/disposal) has a primary and a secondary contractor for continuity of operations following a declared disaster. The commission approved Resolutions 2026‑H (Tetra Tech, primary monitoring), 2026‑I (Thompson Consulting Services, secondary monitoring), 2026‑J (Ceres Environmental Services, primary removal) and 2026‑K (Crowder Gulf Joint Venture, secondary removal). Each resolution was approved by roll call with Mayor Miller, Vice Mayor Bloodsworth, Commissioner Grinder, Commissioner Hall and Commissioner Whites recorded in favor.
Staff told commissioners the contracts are standard municipal agreements, and that certificates of insurance (COIs) will be updated as needed. Commissioners asked procedural questions about COI expirations and the city’s ability to piggyback on county contracts in past events.
The contracts establish prequalified firms for rapid debris monitoring and removal following storms or other disasters; adopting primary and secondary vendors is intended to reduce procurement delays in emergency response.
The commission voted each resolution onto the record by roll call; staff will proceed with contract finalization and ensure required insurance documents are current.
The action does not obligate work until a disaster event and subsequent task authorizations are executed.
