Morrow County commissioners adopted a five‑year Capital Improvement Plan (CIP) for fiscal years 2027–2031 that trims previously listed needs and prioritizes projects eligible for grant funding.
County staff said the final draft reduced the list from roughly $96 million to $79 million, with the circuit courthouse project comprising about $35 million of the total. The plan relies on a mix of reserves, anticipated grants, and annual county contributions estimated at $3–5 million per year to implement priority projects.
Commissioners discussed grant pursuit and project sequencing; staff said two contract grant writers will be tasked with identifying and applying for matching grants for projects such as heritage trails and park improvements. One commissioner urged starting engineering and scoping work early on higher‑priority items so the county is ready when grants are available.
The board voted to adopt Resolution 2026‑07 adopting the CIP. Staff will bring annual updates to the board and incorporate grant results and budget availability into future scheduling.
