The Crawford Co. R-II Board of Education voted to approve an on-call owner-representative master agreement with Navigate Building Solutions, contingent on the passage of an April 7, 2026 bond measure that would fund the proposed projects.
The agreement, described by presenters from Navigate, would operate as a task order for bond implementation tied to the district’s proposed $8.5 million bond. Presenters said the work is broken into six bid packages to improve procurement efficiency; one package will require an architect and design documents, while the others would move forward with scope documents and public bidding. Staff said the schedule would carry work through the summer of 2027.
"This is on contingency of the bond passing," the presenters told the board. "This would be task order three to that agreement for bond implementation." The board approved the motion by voice vote: "Motion by Caitlyn May, seconded by Sher Shudy to approve the on call owner representative master agreement with Navigate Building Solutions as presented pending the passing of the April 7th, 2026 bond issue." The motion recorded seven yes votes.
District staff said the owner-representative costs were built into the bond’s soft costs. Presenters emphasized that tasks include developing bid scopes, managing public bids, and presenting contract awards to the board for approval. The agreement does not itself obligate spending until the bond is passed and individual bids are authorized.
Next steps: the agreement is effective only if voters approve the April 7 bond; if approved, staff and Navigate said they would proceed with the packaged bidding and return to the board with specific contract awards.
