Authority reports solid project progress and outlines finance position

At the Franklin Township Sewer Authority meeting, the executive director delivered a full monthly report outlining project milestones, grant draws, staffing notes and the authority's cash position.
On projects, the director said the High Bay garage easement is fully executed and recorded with the Somerset County Clerk, and landscape implementation remains. The Brookline Avenue sewer rehabilitation is about 65% complete with related main-to-house and service-lateral lining ongoing; the MTH portion is roughly 36% complete. The Western Canal pump station rebuild is moving forward with NJDEP permit plans and a PSENG review meeting scheduled March 6, 2026. Commerce Drive pump station rehabilitation is in planning and design review.
On finance, the director reported recent deposits of $3,575,643.73 and fiscal year-to-date collections of approximately $13,430,242.63; he reported month penalties and provided fiscal-year expenditures and cash net position totals. "We're really in a good place right now," the director said, adding that project statuses show no red flags. The board discussed the reconciliation approach with the city of New Brunswick for flow-based charges and noted the reconciliation method produced an annual credit of about $60,000–$70,000 to the authority.
The director also recounted a temporary TD Bank authorization issue that briefly blocked wire-transfer tokens for authorized signers; he said the New Jersey Banking Association helped expedite a fix and transfers resumed within a day or two. The board recorded a recent administrative resignation and referred personnel follow-up to the personnel committee.
The board took routine consent actions and then closed the meeting without an executive-session entry.
